I am using Reliance iCall to call india. They are charging one cent only but when u register they will charge you a service charge nearly 15%(approximate check once). But that comes to a very small amount of 0.17cent again the call rate is low as 1.17cent to countries like India. The Call Quality is not bad but very rarely the call is not getting connected immediately.U have to try them for 2 r 3 times to get connected. It happens very rarely. Customer Service is not proper but the rate is very less and I haven't experienced any call problem.

First option PC to PC is absolutely free. When both of them is online and is in Reliance iCall then they will not be charged.
Second option PC to Phone is with the call rate from One cent to over than 20 Countries. To have a check in the call rates Click here.
Third option Phone to PC is a Service where u have to register with extra Service Charge in order to get a incoming number for which u can receive a call. Either u can get the service for the whole year(for 59 $) or use them quarterly(15 $).
Fourth option can be achieved with call forwarding option the call to pc can be forwarded to phone.
Call to Countries for 1cent includes : India, USA, Canada, China,Singapore, Thailand.
